Attack speed capped?

Is attack speed capped? When I stack a lot of bonus attack speed, the period listed on my weapon stops at -25% and never goes further down, but I can't really tell whether I attack faster or not at that point. Anyone know?

same at me at EU Vers 0,17
normal attack speed: 2,8
complete recuction for speed attack 45%
the attack speed on display: 2,1 (-0,7)
when i calculated it must be at: 1,54
